2024/2025学年中国政府奖学金申请通告
2024/2025 学年中国政府奖学金生的遴选工作已经开始。凡符合条件的新加坡籍公民均可按规定申请,申请人须于2024年1月31日前完成网上申请及材料寄送,请登录“留学中国”网站(http://www.campuschina.org)了解详情。
一、招生计划

三、申请条件
1. 非中国籍公民,身心健康;
2. 年龄、学历、语言要求:
●申请攻读学士学位者,应当具有高中毕业同等学力,学习成绩优秀,年龄一般不超过25 周岁;
●申请攻读硕士学位者,应当具有学士学位或同等学力,学习成绩优秀,年龄一般不超过35 周岁;
●申请攻读博士学位者,应当具有硕士学位或同等学力,学习成绩优秀,年龄一般不超过40 周岁;
●普通进修生入学时应当具有高中毕业以上学历,年龄一般不超过45 周岁;
●高级进修生入学时应当具有硕士以上学位或副教授以上职称,年龄一般不超过50 周岁。
●申请以中文为专业教学语言的学科、专业的,攻读学士学位者及普通进修生(汉语言专业除外)、高级进修生,中文水平原则上至少达到汉语水平考试(HSK)三级,攻读硕士、博士学位者,中文水平原则上至少达到汉语水平考试(HSK)四级。
●申请人应当同时符合所申请学校在学术能力、语言能力及其它相关方面的入学要求。

五、申请办法
1. 申请人应首先主动与志愿高校招生部门联系,咨询校方是否组织单独入学考试(特别是艺术类院校),根据要求完成学校申报流程,并咨询如何获得预录取通知书。
2. 申请人须于2024 年1月31日(周三)前完成网上申请,并将纸质申请材料邮寄到中国驻新加坡使馆教育处,以邮戳时间为准。

3. 具体操作请按照“中国政府奖学金来华留学管理信息系统操作流程”(详见附件1)进行申请。
六、录取及通知
1. 中国驻新加坡使馆教育处对申请人资格和申请材料进行首轮审核。主要考察申请条件、申请材料是否完整、符合要求,申请人身体状况、学习成绩、申请学习专业、学历背景、留学计划、语言水平等,组织笔试或面试并将通过审核者向国家留学基金委推荐。
2. 国家留学基金委负责对被推荐人选进行审核。
3. 将审核通过的人员名单及材料转有关学校研究录取事宜。国家留学基金委有权根据奖学金资助要求、有关院校的接收能力、专业学制要求及条件等,对申请人所选择的学校、专业、资助类别、奖学金期限等进行适当调整,并由学校确定录取结果。对于附有学校预录取通知书的申请者,国家留学基金委将直接请预录取院校确认录取。
4. 获得奖学金院校确认录取的申请人,经国家留学基金委批准后即可获得中国政府奖学金资助来华学习。每名奖学金获得者只能获得一个中国政府奖学金项目的资助。
5. 国家留学基金委拟于2024年6月将《录取名单》《录取通知书》和《外国留学人员来华签证申请表》(JW201表)寄送中国驻新加坡大使馆转交推荐单位或学生本人。
6. 奖学金获得者来华后不得变更《录取通知书》上的录取院校、学习专业及学习期限。
7. 不能按录取期限来华学习者,奖学金资格不予保留。
七、注意事项
中国政府奖学金生不得同时享受中国各级政府和录取院校设立的其他奖学金(不含一次性奖励金)的资助,一经发现,其中国政府奖学金资格将予以取消,并退还已领取的中国政府奖学金。对于刻意隐瞒资助情况的,除取消资格外,三年内不允许申请中国政府奖学金。
为保证公平,维护所有申请人的权益,对于已录取但主动随意放弃录取资格的,将视情况给予警告,三年内不允许申请中国政府奖学金。

2024/2025 Chinese Government Scholarship Application
The 2024/2025 Chinese Government Scholarship is now open for application.

I.ENROLLMENT PLAN
In the academic year of 2024/2025, the Chinese Government Scholarship plan to enroll 10 Singaporean students in total.
II.SUPPORTING CATEGORIES, DURATION, INSTRUCTION LANGUAGE, COVERAGE and STANDARD

III. ELIGIBILITY
Eligibility: To be eligible, applicants must
- be a citizen of a country other than the People’s Republic of China, and be in good health both mentally and physically.
- be a high school graduate under the age of 25 when applying for undergraduate programs;
- be a Bachelor’s degree holder under the age of 35 when applying for master’s programs;
- be a Master’s degree holder under the age of 40 when applying for doctoral programs;
- be a high school graduate (at least) under the age of 45 when applying for general scholar programs;
- be a Master’s degree holder or an associate professor (or above) under the age of 50 when applying for senior scholar programs.
- have acquired the Chinese proficiency of HSK Level 3 when applying for Chinese taught undergraduate or general scholar programs (studying Chinese language are exempted);
- have acquired the Chinese proficiency of HSK Level 3 when applying for Chinese taught senior scholar programs;
- have acquired the Chinese proficiency of HSK Level 4 when applying for Chinese taught Master’s or doctoral programs;
- meet the admission requirements of the applied universities in terms of academic ability, language proficiency and other relevant criterial.

Please be sure to read through eligibility and application documents carefully as there are new requirements on HSK certificate, Non-criminal record report and etc.
V. APPLICATION
Applicants are suggested to contact the admission department of University they are looking for.
Make sure that your major or program is entitled to admit Chinese Government Scholarship (CGS) students and find out if there are school-based examinations or interviews. Also be sure to consult the university on how to obtain a pre-admission letter.
Online application should be submitted no later than Jan 31 (Wed), 2024.

VI. PLACEMENT & SCHOLARSHIP CONFIRMATION
1. The Education Office, Embassy of P.R. China in the Republic of Singapore will conduct the first round of review of applicant qualifications and application documents. The first round review will be based on applicant’s eligibility, whether the application documents are complete and meeting the requirements, applicant’s physical condition, academic performance, choice of academic courses, academic background, study plan, language proficiency, etc., and written examination or interviews if necessary. The candidates will be recommended to China Scholarship Council (CSC).
2. Application documents of recommended candidates from dispatching authorities will be considered by CSC for eligibility and qualification. Ineligible or incomplete applications will not be considered.
3. Qualified applications will be sent to universities for placement. Based on various factors, such as the different scholarship funding requirements of every country, the host university's teaching capacity, study length and applicants’ criteria, CSC reserves the right to make necessary adjustments/changes to the candidate’s host university, field of study, supporting categories and duration of scholarship. Applications enclosed with the Pre-admission Letter will be sent to the universities who issued that Letter for placement confirmation.
4. After placement confirmation by Chinese universities, scholarship recipients will get Chinese government scholarships to study in China with approval by CSC. Each scholarship recipient will be granted with no more than one scholarship.
5. CSC reviews the placement results, approves the List of Scholarship Recipients and sends the admission documents to the Chinese embassy or consulate-general in June 2024. The Chinese embassy or consulate-general will send the admission documents (List of Scholarship Recipients, Admission Letter and Visa Application Form for Study in China, namely JW201 form) to the dispatching authorities or scholarship recipients.
6. Scholarship recipients shall not change their host university, field of study, or duration of study unless they give up the grant.
7. Scholarship will not be reserved if the scholarship recipient cannot register before the registration deadline.
VII. Notes
Chinese Government Scholarship (CGS) recipients are not allowed to enjoy funding from other government or university scholarships (one- time awards excluded) at the same time. Once discovered, their CGS qualifications will be terminated and their CGS funding should be refunded. For those who deliberately conceal their other funding, except for disqualification, they are not allowed to apply for CGS within three years.
In order to ensure fairness and safeguard the rights and interests of all applicants, for those who have been finally admitted but individually give up their admission qualifications, a warning will be given depending on the situation, and they will not be allowed to apply for the Chinese Government Scholarship within three years.
